How do I Superimpose Faces on Video

Lately Ive been seeing alot of Videos online Like this Below

I Just wanted some advice on What Program I could use for this Effect and a small tutorial on How to make these short videos.

If you have to ask how, then it is likely to be beyond your abilities anyway. You can do it with any multi-layer editor that allows motion tracking. A good free one is Aviutl.

I was told there are some paysites online, (But you have to use there Videos) It Simplifies Everything you just upload you face pic and Mark the boarders of the face and the Website does the rest for you.

I was refering to that site, They Videos are Very Limited, But Amusing
Some of the Music Videos are actually the Real Video and they just put a question mark and covering over the real persformer face and you upload your Face pics to it and in no time you got a funny music video.
Like the One I posted above, (The actual face appears over exaggerated superimposed on the body :0
