    It looks like a bad VHS transfer to a digital format.
    The noise at the bottom could be VHS head switching noise and could be cropped out or replaced with a black line.

    The picture breakup in the center you can't fix, AFAIK.

    I would try to find another source for the video.

    +1 for Redwudz's suggestion. Looks like dropout compensation working overtime on either a damaged tape or worn out heads. Start over.

    You can try covering the tracking noise with a delogo filter but the result will probably be worse than the source.
