Hi I'm looking for someone who is well verse in coding for files and software. I'm looking to make a new file format but I have no idea in where to start.

You can start by describing what this new format is meant to do, how it is to be used, and why existing formats are insufficient.

New format that requires licensing in which ties into a patent and I would speak of it but there isn't a NDA online for me to use so I have to leave it at that. If anyone is interested or can point me into the direction of what type of programming language to use which has been used on all current formats please message me.

 Thank you again

Why are you having this SAME request again, when it was made quite clear to you last time that:

 1. Nobody want's to help if they don't believe you know anything about what you are doing, or are serious.
 2. You show no evidence of knowing anything about this topic, or of being truly serious about it.
 3. You cannot describe, even circuitously or elliptically, why someone would find your idea interesting to work on.
 4. This is clearly NOT a programmers' forum, so the # of users here who would (also) actually be able to EFFICIENTLY and ELEGANTLY program what you desire is close to zero.

 ???
