Need Help For Improving Video Quality

Hello to all I need help from you guys I want to improve video qualities which I record from my digital cam earlier what I want to do is to improve the brightness of those videos so is it possible to do this and also I want to do the same thing for skype recorded videos these are some of lectures which are not in good quality so any software recommend from all of you.

Try posting in the editing section, and try to punctuate your writing to make it a bit easier to understand, although i do understand English may not be your first language.
