Joining 2 videos with different codecs and framerate

Hi guys. First tell me is the topic title possible with append feature of mkvtoolnix ?
If it isn't possible so please tell me how can i change framerate, video codec, audio codec of the file to be same with the other video without losing quallity ?
or do you have a countdown video from japan ?

In the addition to the first post, i used that feature but the output file just opened the first file's video and second file's audio...

No. You'll have to encode one to match the other. This means a loss in quality - you decide if you find it noticeable. (Perhaps you could use a playlist? Depending on your player)

In case of Youtube you can just let it do - re-encode anyway.
