I have two audio files (AC3@192kbit/s) I would like to combine into one AC3. The volume on the second audio file is way higher than the first one. Is there a program that lets me reduce the volume on the second audio file to match the first one without too much quality loss?

Check metadata - i think that Dialogue normalization value can be different for both files (for example 0 and 31) - maybe you can set 31 on both?
