  1. Is it possible to convert bad quality AVI to good?

    if it doesn't, what if I conver to other format with setting at best quality? will it improve?

    It depends on what you mean by bad quality. Use Virtualdub and play with some of the filters. If it's fuzzy use a sharpening filter. If it's an interlace problem, try deinterlace. If it has color or video noise try the noise filters. Try a combination of filters. Denoise->sharpen->blur (to soften) sometimes makes a noisy pic look better.

    If the image window is smaller than VCD, e.g. 352x240 NTSC, there is probably not much you can do.

    Some specifics about exactly what is objectionable may prompt better tips as to what you can do to improve your AVI.

  3. From my experience is Garbage in Garbage out. Filters may help but they do tend to make other parts worse as well.

    I'm sure that that is quite helpful to this chap.

    There are things that you can do to spiff garbage up a bit. Failing that, at least make it look less like garbage.

    Alchemists have been trying for centuries to convert useless stuff to gold with no success. I never even suggested that missing data crucial to an accurate picture could be replaced. I merely suggested that some things could be done to make objectionable "noise" less so if you are stuck with poor input.
