Just bought this new from the internet to test for about $14

What do you think genuine of fake Neewer?

It's already returned to the seller as it is utter trash!

So out of curiosity I looked for 46mm variable ND filters on Amazon, Adorama and B&H.
Nothing from reputable brands under about $200.

But then more issues surface: green casting, IR problems.

There are workarounds but a four set Tiffen "indie" set sets you back over $800.

Bottom line, it is costly to make things dark!

No, it's only costly to make things dark with a VARIABLE ND filter. Single design filters (-1stop, -2stops, -4stops, etc) are cheap and yet still high quality. You just have to manually swap them out.

That's what I got, some Tiffen standard ND screwed on filters.
They are not bad but not super either.......

The indie set is not variable but is still not cheap:

Tiffen Pro Indie HV Neutral Density Filter Kit (4 x 5.65")

"Only" $821.25, the price of a decent lens!

After inquiring with Neewer it was established the filter looked authentic.

Which, unfortunately, does not make things good for Neewer, at least not in my opinion.

The filter may be budget, but I think it is totally crap quality!

    Buyer beware!
