  2. Go for USB RF DVB-T/ATSC VSB8 modulator...

  3. You need a scan converter (VGA to composite) and an RF modulator (composite to RF). Keep in mind that the quality of standard definition video is very low compared to VGA. Around 480x576 pixels for PAL. You will barely be able to read normal sized computer text. And the cheap scan converters suffer from tearing.

Does the TV have any input connections other than RF? Is this an old standard definition CRT TV with an analog tuner?

If you use the TVs RF connection, then you need to create a compatible signal for the TV tuner. It would be considerably less expensive to buy a new TV with a VGA connection than to buy a device to create that kind of signal for a digital TV.

If the TV is an old analog CRT, then it might be possible to cobble something together for less money (although still close to the price of a TV), but the picture quality would be poor. Also only large text in a picture that has been down-scaled from laptop resolutions will be readable.
