Hi,

I saw this video, and I was wondering, how to do it..
And what's the best program for the job,
and, finally, what is this effect's name?

It's just a plain video edit - you can do it with any video editor

It was taken with a "selfie stick" , which is a essentially camera holder on a swivel

Please be more specific about which editor can do it, just give me one, because I'm actually new to video editing..

Any video editor can do it - that' s not the difficult part. e.g. sony vegas, premiere pro, edius, fcpx . Even free ones like aviutl can do this easily

You just align each take (e.g. each location in that example) on roughly similar frames where the shot is roughly at the same angle so it looks continuous

The difficult part is getting the shot angle almost the same each time you shoot. It might take several attempts if you're clumsy

This is not a post production effect - it's mostly from the way the source footage was shot with the selfie stick
