    You could use the old dvd2svcd....if you get it running. It doesn't work in win7 here.

    But WHY?

    All the good ones that used to work best for VCD do not work in W7-64.
    Use a VM or dual-boot to WinXP-SP2-32, and use TMPGEnc Encoder (MPEG1/VCD settings) and VCDEasy (if you can still find it). I wouldn't use SP3 with VCDEasy, because it seemed to break for some people at that point.

    Or explain why you THINK you need VCD in this day and age, when many people consider even DVD or BD to be passe. Could be you have many better, more modern alternatives.
