You most likely still won't be able to watch the PAL/Region 2 DVD on your NTSC television.
There are two hurdles you must cross....region codes and video format(PAL vs. NTSC).

Most DVD rippers will remove the region coding like anydvd, clonedvd, dvdfab, dvdfab decrypter. Burn on a dvdrw/dvdr and test and see if your system supports PAL.

What make and model DVD player do you have? I could try to find the manual and see if it will convert from PAL to NTSC, allowing you to play the disc if the region code is removed. Otherwise, you would have to re-encode the video and author a new DVD with different menus.

If you have an LCD TV, it is often possible to use the TV as a PC monitor and play the DVD with a software player like MPC-HC or VLC that doesn't care about region codes.

  5. Your PC DVD Player should be able to play several different Region DVD's. You can always use that and watch it on your computer in a media player.

  6. Japan is Region 2 and NTSC. So, if it's a DVD from Japan then making it all-region will allow it to play on any US DVD player. A European DVD, yes, that's a no-go for most US standalone DVD players and TVs even if it is all-region.

If it's for playing on the PC then it doesn't much matter if you're willing to give up one of the 5 region changes you're allowed, or if you make it all-region during decryption.
