if i have a hour of avi video could i make fit it all on to one cd and make it a svcd?

Basically "YES" - thr problem however is that you are then lowering the bitrate so low, that the video feed will become very "boxy" - i.e. many artifacts.
You didn't specify if you're planning on using a 74min, 80min or even +90min CD-R, but as I mentioned above it won't be a pretty site, especially if you have lots of movement in the clip.
You might want to reconsider and use the VCD standards (or even push the VCD up a bit making it a XVCD) to get a better result. At lower bitrates mpeg1 has always been mentioned to give better results than mpeg2. -
VCD is not a good idea because that would only take 500MB or so of the CD. But first, of course, check the resolution and bitrate of the original. If it's near or under 352x240 it's a waste of time converting to SVCD.
Only very high quality sources should be made into SVCD or else you are just wasting time.
