Hi:
I know NOTHING about high definition formats. I wish to create Blu-ray discs holding about 12 episodes of Ncis per disc of good to high quality video. What format, codec, video bitrate and audio bitrate should I use.

How long is Ncis? One hour?

If so that is 12 hours, unless you want to use a BDXL disc it is way too long for a quality blu-ray

NCIS is a network TV show in an hour slot. It's probably 42 minutes once the commercials are removed.

If your source is not HD......the outcome will NEVER be HD.

The few episodes I've seen look like they have used a 'vaseline filter' over the lens. Looked blurry even when it was shown on HDTV down here, looks even worse on SD.... I wouldn't bother, wack it on a piece of string or a VCD

If you are planning to use BD-R, you won't be able to fit 12 episodes of NCIS as good to high-quality high-definition video. NCIS is shot using a soft focus, I presume to flatter the aging cast, so it might look better than most other TV shows when re-compressed to that degree, but it won't look close to the original.

You will have between 1.8 and 1.9 GB to devote to each episode at 12 episodes per BD-R disc. Compressing a video file to less than half its original size would reduce the quality substantially even if you use h.264, which is the most efficient codec that a Blu-Ray player can play, and AAC audio. (No Blu-Ray player's media player can handle decoding HEVC data files as far as I know, and HEVC isn't allowed for authored Blu-Ray discs.)

CBS uses 1080i. A 1-hour 1080i ATSC TV broadcast with the commercials trimmed usually consumes around 4.5 GB. BD-R is nominally 25 GB capacity, but in practice it holds a bit less and shouldn't be burned all the way to the rim. I don't re-encode and usually fit 4-5 episodes per BD-R with the commercials trimmed. I also burn as data rather than author a true Blu-Ray disc because I either play my BD-Rs with a PC or with a Blu-Ray player that has a built-in media player. I suggest that you do the same and save yourself the effort of trying to squeeze 12 episodes onto one BD-R at much lower quality.
