  2. Perhaps a bad recording to begin with or the file has corruption in it?

    I have never seen or heard of an avisynth filter that will get rid of it.

    It looks like theirs alot of interlacing on the video, maybe it will reduce the black lines if you reduce that, but I wouldn't get my hopes too high.

    Someone else will probably know more about it than I do. I haven't encountered that issue before.
