How do you achieve a specific file size for x265 encoding?
Currently, I only use CRF or 2-pass ABR but don't know how to
reach a specific file size for uniformity.
Is there a GUI that supports a target file size? If yes, what?
If none, is there a formula? Thanks!

	I would be surprised if there were no GUIs supporting x265 which allow you to select a target size and then calculate the required bitrate for a 2-pass encode, because getting close to a target size is the only reason why a 2-pass encode would be required. The recommended GUIs I know (StaxRip, MeGUI, Hybrid) will support it, probably also some I do not know from my own practical experience (XMedia Recode, Handbrake...).
