    I want to record my vhs tapes recording in dvd format.For best video quality which is best Tv tuner card or video capture card.

    If you're looking to get the best VHS caps the capture device is the least of your concerns. The (s)vhs deck, a line time base corrector, a full frame tbc, and advanced filtering are all more important. There are hundreds of threads here regarding all of those.

    The Colossus or HD PVR will work (they're primarily for high definition capture) but there are much cheaper and better alternatives. You want a capture device that can capture raw YUY2 (or other YUV 4:2:2 chroma subsampling) with a lossless codec. Avoid the ultra cheap (<$10) devices like the EasyCap clones.
