  1. Hi, I have a Philips DVP3150V DVD player that, according to the manual, should be able to play both NTSC and PAL. My DVD player is hooked up to my old RCA XL-100 TV. I would like to buy a DVD that is only available in Europe (region 2 and PAL). I was wondering if the DVD player will convert the PAL to NTSC, so it will play normally on my TV. This is the first time I've tried anything like this so it's a bit of a learning curve. I'm not worried about the region code as I've found out how to make my player (hopeully) play region free. Thanks for your help!

I took a quick look at the manual.

Yes, it does confirm that the unit will play both PAL and NTSC dvds but in the same section it mentions that the tv must also accept PAL or NTSC. That, in my book, indicates no internal conversion.

I would buy the DVD if it's not going to break the bank. You can always watch it on your computer......computers don't care about PAL/NTSC....one hurdle crossed already.

  4. You can make and burn short 1 min DVD PAL with region 2
Then play burned DVD PAL for the test

If your TV can't take a PAL signal and you might conceivably want to acquire more PAL disks, it might be worth acquiring a PAL to NTSC signal converter which seem to go for about $US24: http://www.amazon.com/Mini-PAL-to-NTSC-Converter/dp/B009TBFWJK

Don't know what the quality loss would be though.

Well the unit you linked to is not $24 and would be next to useless for the OP's purpose. The refresh rate appears unsuitable for video even if he could hook up a usb power source.

The TV you have does not support PAL.

My advice is first to invest in a decent TV instead of spending any money on any kind of convertors.

A new TV is unlikely to help with the problem asked about. Very few HDTVs sold in N. America can correctly display video at PAL DVD resolutions and frame rates.

If its just one DVD, watching on a computer with VLC or MPC-HC is by far the cheapest solution. If someone plans to buy a lot of PAL DVDs, then a region free DVD player that internally converts from PAL to NTSC is the next cheapest good solution. This is one example: http://www.amazon.ca/Samsung-Region-Multi-Progressive-Player/dp/B004YF20I2/ Note that the regular version of the same model player probably can never be made region free at home.
