    I edited and export HD (1920 x 1080) video by Adobe Premiere Elements 11.
    Do I have the options to render this HD video to 4K like 3840 x 2160 ? I know APE 11 (or even latest 13) does not support 4K video editing. Any less expensive suggestion ?

    The 1080 HD video file is MP4 or Mt2 formt.

    Just feed it 1080 and monitor will take care of it.

    Sorry, I don't have a 4K monitor.
    It's the request from the shop owner. I need to convert this 1080 HD video to 3840 x 2160 4K video. Any freeware can help ?
    May be Camtasia can help but it costs me $300.

    There is nothing to gain by doing this! If you convert it in software you can only loose quality, just let the monitor up-convert the video itself

    Thanks all for good suggestions.
    I know nothing about 4K video. I taped HD video, edited by APE 11 and played it on HD screen, that's all.
    When my friend asked me to convert the original MP4 video file to 4K, to play on his new 4K monitor, I thought it can be a huge resolution difference to play HD or 4K video on 4K monitor.

    It is, but the fact is you don't have a 4k source.

    A 4k monitor can play 1080 content just fine!

    Obviously you cannot make 4k out of 1080.

    That would be like taking a 78 rpm shellac, sample it in Pro Tools HD with 192 kHz/32bit and then claim you got an high end audio recording.

    Only video recorded by 4K device is able to optimize the 4K video resolution on 4K monitor, am I correct ?

    Well, yes and no!

    I mean your base footage may be 1080 but that does not prevent you from adding things like text, images, sub clips and headers and footers to create a 4k 'collage'. Especially for business this could be very interesting.

    The big 'if' in this picture is: is the physical size of the display and the average viewing distance compatible with this idea.

  13. In theory you can create a "better" HD with help of some fancy signal processing but this will be not even close to real 4k - compare for yourself a real 4k content (you can download 4 samples from network) - downconvert this to HD then do upscale to 4k and compare.

    It is good to use more than 4k source to create 4k content.

    For fancy signal processing you may try free http://avisynth.nl/index.php/EEDI2 there is few similar filters created for Avisynth http://forum.doom9.org/showthread.php?t=147695

    Another approach to this problem is so called super-resolution http://www.infognition.com/articles/what_is_super_resolution.html

    My advise is: Don't expect to much.

    btw simplest way to improve perceived sharpness is adding fine noise to video - you can try this approach too.
