Batch processing of audio

I am in need of an audio command line tool or sdk that I can call from JAVA that will clean up audio files on Windows platform.

The things I need to perform are ...
- trimming/adding quiet space on beginning and ending of audio file
- auto noise reduction
- volume leveling
- conversion to mp3

I am open to free or purchase options.
