Video works in Windows Media Player but not VLC or Quicktime

I have 5 mp4 videos that I need to convert to another format. They play fine in windows media player. Quicktime plays with a black screen. VLC wont play it at all. They will not convert on MPEG StreamClip. Dropbox thinks it is 5 seconds long but continues to play for 30 seconds.

MediaInfo:
20.6mbps 3840*1920 @ 29.97fps AVC CABAC

I have tried renaming as .mpeg

That strongly suggests DRM at work if they only play under WMP. Maybe you should go into more info about exactly what these files are and how you got them if you can (see our rules about warez). And posting the ENTIRE output from MediaInfo would be nice instead of that one line you posted.

Open one of the video's File Properties and look on the Details tab. In the Content section there will be a Protected item to tell you if DRM is active.
