I doubt anyone can tell you anything specific. You don't even have the source DVD to compare it against, do you? Ask the guy that made it.

Even with before and after samples nobody can tell you exactly what filters and settings were used because there are many ways to achieve similar results.

I noticed one thing he did. The DVD company converted from Film to PAL by the idiotic method of adding a duplicate frame every second, which results in a slight stutter once a second. Your warez guy removed the duplicate frames to get it back to 24fps. Other than that, don't know, don't care.

lsfmod(strength=100)

The source is pretty clean so I don't think you need any noise reduction -- a little noise is your friend, it prevents posterization artifacts. I would use Mpeg2Sourc("VTS_03_2.demuxed.d2v", CPU2="ooooxx") to open the video -- for its deringing. Upscale it if you want. Try nnedi3_rpow2(2, cshift="Spline36Resize", fwidth=720, fheight=544). Be sure to encode with enough bitrate.
