Windows XP3 - cmd.exe

Have been using XP3 for many years and this annoying problem has just started to show.

Each time I start-up a message appears "cmd.exe not found", would really appreciate advise on how to stop this from happening.

ALSO, advise on how 'ICONS" to appear all the time, at the moment "TILES" open.
