split/cut videos out with fade out effects

hi!

I need to cut a few 3 minutes long videos from a video.
I need the new video to be end with fade out effect.
I am using two softwares to achieve these now (which i worry will have loss in quality)
Is there a program that can do this?

You will lose quality as it requires reconversion.
