I am trying to create my own restoration of a silent film, and I was wondering if there was any software, that could help me in any way. So basically I need software that can show me how many frames a inter title, and can then select them, and replace them with the original inter titles. I.e (the version that I have is in English, but it is originally in French, and I would like to replace the English ones with the original titles in French.) Also (not really a priority, but still preferred), the software should be able to tint the black and white footage in a variety of colors. (I.e (again the inter titles) the inter titles are in black and white, but there is some footage thought out the film that is tinted golden or red, and I would like tint the inter titles based on the tint that is in use with the scene.)

Well, AviSynth can easily do all that you mentioned, but it has a learning curve.
I replace pieces of one video with pieces of a different one all the time. I tint videos or sections of videos all the time. Although some might disagree (mostly because they haven' taken the time to learn), my own opinion is that any restoration work can be done better and more easily with a good working knowledge of AviSynth.
If you're asking how to do these pretty basic things, have you ever done 'restoration' work before? What about all the dirt and grime and specks? What about the missing frames? Silent films often need a lot of work. Are you experienced enough in that kind of work? Do you have a short sample of the film, 10 seconds or so of a scene with steady movement?
There are probably some NLEs (maybe all of them) that can do these easy things you ask, but someone else can recommend one. -
As manono says, any of the regular NLEs can do it. Vegas Movie Studio can usually be found at a good discount and is quite powerful. Pinnacle and Adobe also have decent products, (but I would recommend Premiere Pro over Elements if you go that way.)

The whole film has been restored (it's roughly 3-4 hours), however I currently have 2 versions of the film. The first is tinted, has a score, has English inter titles, has some parts that are good quality, other parts that are quite bad. The second doesn't have a score, isn't tinted, but it does contain more footage and also has some parts that are better in quality, it also has the original language inter titles (French). I will try to work with AviSynth, as well as look into the pricing of the programs that smrpix has recommended.
