Audio Out of Sync

Hi, I had downloaded some MKV files size < 4 gb and extracted the AC3 audio track (without cinavia) using tsmuxer and then remux the audio track with the another 1080p MKV file size>10gb using MKVmerge due to the DTS audio track contain Cinavia. (The two MKV files are the same movie). I had successfully remux 2 MKV files with the audio in sync with the video by inserting "0 to 1000" in the "audio delay column" in the MKVmerge but other files failed to do so.

I would like to find out how make the audio in sync with the video?
By the way, is it true that all movies downloaded from torrent site bearing the name "WEB-DL"or "WEB-BIOS" contain no Cinavia protection
since I had downloaded some (all movies from Sony Pictures) and contain no cinavia at all. The video is in 720p HD and only with AC3 5.1.
