I like ffmpeg because it compresses video pretty well, and would like to use it to cut a video by using frame numbers instead of time.
By opening a FLV file (h264 + aac) in VirtualDub, I could write down the start and end frame numbers, but it looks like ffmpeg only supports time through the -ss and -t switches. Can someone confirm?
Alternatively, do you know of a Windows application that 1) can open MP4 or FLV files, 2) cut a file precisely to the frame number, and 3) re-encode the cut sequence as efficiently as ffmpeg?

Edit with virtual dub and export with ffmpeg via external encoder.

How can VirtualDub use ffmpeg to cut on frame numbers while ffmpeg doesn't seem to support it? -
