extract subtitle file(English), replace by one in another language(Tamil)

I have many .mp4 files d'ld'ed from YouTube whose English subtitles have to be replaced by one in a local vernacular.

I can pay only in Indian Rupees (due to govt'al restrictions);
the work is a volunteer one, aimed at rural folks to educate them in human values.
Thus your help will directly impact on a large number(millions!) of simple, intelligent folks for a long time!

Pls help in as non-tech a language as possible(due to my age & focus), at your earliest.

You can try extract and add subtitles with mymp4boxgui or yamb. Or from the command line with mp4box (google for guides).

Well, my Tamil is not so good at the moment....to be honest

But.... if i can help you with making some video's about some subjects then i am very well willing....as long as it is educational for people to develop.
