How to set the first frame displayed

Hello Video Gurus,
I produce and publish home made videos in Internet for example in FaceBook. After publishing I want the picture of the video clip to always show the first frame of the clip and not any frame from the clip. Of course if a user starts watching and then pauses in the middle and continues later the clip will display the current frame. I do not think there is any way of stopping that, but if the user hits stop or if the page on which the clip sits loads fresh I want the first frame to be shown. How can this be achieved. Suggestions are welcome.

Vimeo allows for it. Near the bottom of the settings page.
