One Touch Video Capture Card USB detection problem

Hello I'm have a little issue with my One Touch Video Capture program. I installed everything but when I plug the USB Capture Card into my computer it doesn't give me any response. What should I do?

First question I would ask is is this capture card compatible with your OS?

How old is this capture card and what OS are you running?

I don't know if it's compatible with my computer. I know it's a One Touch Video Capture VC500 and It was made in 2007 and I am running Windows Vista.

Also I forgot to add that when I plug in the Capture Card and open the program, the record button blinks start/stop repeatedly and I get many recorded videos in the One Touch Videos folder that are 0 seconds long.
