    Hello!
    I'm new to video editing/production, but have a hobbyist's aptitude regarding image editing. I want to couch video clips in nice-looking custom frames and the like:

    I had JASC Paint Shop Pro, but my old computer crashed, and so now I'm looking for some decent graphics tools. Free, preferably.
    Anyone have any pointers? Thanks!

    I actually like & use Paintbrush, a lot.
    I have Graphics Workshop Pro for Win which uses Paintbrush (can use anything you want) for editing.
    P-net also.
    With both running I can copy/paste from one & paste/copy to the other.
    Just have to remember to save in P-net before doing anything in GWSP/Paint, or its lost.

    Some things I really like in both & some things I really dislike in both.

    Yeah, I'll bounce an image around to several shops to maximize my capability.

    I like IrfanView, for what it is. And Inkscape has good - if clunky - vector tools.
    My biggest concern these days is avoiding adware.

    Regarding video editing, I think I've settled on VSDC Free Video Editor. Powerful enough, I suppose.
