    1.) Can DVD-R, DVD-RW, DVD+RW be formatted to VCD standards?

    2.) Can you achive smaller file size by encoding with VCD-PAL standards? I can play both NTSC and PAL.

    3.) What does PAL stand for? I know NTSC

    1.) People have reported that it is possible with SVCD feed on a DVD-R, - so hearing that, I would say yes to VCD. Maybe DVD Demystified can help you there http://www.dvddemystified.com

    2.)As file size is determined more by the bitrate, I doubt there would be a significant difference.

    3.)PAL, stands Phase Alternate Lines.

    I dislike questions when one is asked "what is better" when it comes to subjective judging. Normally I would say, if you're in an NTSC country use NTSC (also when encoding) when ni a PAL country use PAL.
