I notice that some DVD sellers like to ''HD remaster'' some of their old videos to promote sales, and I've bought a ''HD remastered'' video that was filmed in 1977, I can't believe it, the video quality is better than a lot of those produced after 2000. It's awesome. I've a got a couple of video (in DVD and avi) which were first filmed between 2001 and 2005, they are in PAL DVD or computer format like AVI/MPG etc, and their quality are not very good. Can I remaster those video into HD on my own? Is it difficult?

The best re masters are made by rescanning the original film elements at high resolution and doing digital cleanup. It can't be done anywhere near as well from old VHS or DVD or avi.

Not yet, the avisynth plugin inventdetails.dll (in alpha) is currently under development, it will turn SD videos into HD videos, the results are often even better than the original film, although you must fine tune the fantasy parameter. Fantasy=vast seems to give great results. But again it is in alpha.
Unfortunately it is not released to the general public yet, only to some select people. By special request we can release it to those who are interested.
