I've used tsMuxer to create a BDMV and a CERTIFICATE folder of a mkv video (H.264 and AC3). When I drag both folders into VLC Player or iDeer the video plays perfectly. However, whenever I create an ISO the ISO will not play. That is the case when I save the ISO to the hard drive and try to play with iDeer or when I burn the ISO to a blu-ray and try to play on the computer or on my blu-ray player connected to the TV.
I have tried using several different programs to save the ISO including tsMuxer, WinISO, and PowerISO but all with the same result.
However, if I open the ISO I have saved and then drag the BDMV and CERTIFICATE folders to VLC Player or iDeer the video plays fine. That is the case when opening the ISO from a disc and when opening from an ISO saved to the hard drive. I want the video to play on a blu-ray player for my TV so that is not really an option though. The blu-ray player connected to the TV doesn't even recognize the disc and just returns to the device menu.
I am at a loss as to why the ISO will not play but the folders inside will play.
Any help would be much appreciated. Thank you.

I mapped the folder containing the BDMV and CERTIFICATE folders to the Z drive. I also used ImgBurn and it still doesn't work.
Here is an image of the settings. This was an attempt to burn directly to the disc. I also tried saving the ISO to the hard drive with the same settings.

Try putting the BDMV and CERTIFICATE folders into a root folder and then create an ISO.
YOUR MOVIE >>> BDMV
YOUR MOVIE >>> CERTIFICATE -
