On a hp laptop, with the battery in, the power comes on but hdd doesn't spin.
When the battery is out. It post normally. Why is this?

Shorted or damaged battery would be my guess.
Some laptops won't run without a battery, probably as the power supply voltages may be a bit too high without the load of a battery.
If the battery is damaged, the voltage getting to the laptop may be too low to run the unit.
Unfortunately, some laptops have fairly expensive replacement batteries. I would get the part number off the battery itself and do
a internet search for a replacement. If the LT is three or more years old the battery may be a bit pricy. But my guess would be that
it needs replacement. A bit of a gamble if that doesn't fix the problem. -
Forgot to mention a few things.
The laptop runs with the battery out.
When the battery is in, the power led comes on, there are some noises but the screen doesn't power on at all. When I take out the battery all seems to work fine. -
As was mentioned, the battery is probably bad (likely a shorted cell). When it's in it draws more current than the supply is designed for and causes the voltage to drop too low for the laptop to power on. Look at the battery casing, do you see any bulges or irregularities in the contour?

Try the old hp battery startup failure trick
Battery out, power cable out ... press and hold power button for 30 seconds, then while still holding button down connect mains power. release, power up. shut down, refit battery and try restart again.
Failing that the smart charge circuit has determined a fault within the battery and protects the system from faulty unit. -
Update: The laptop will eventually turn on after leaving it for a few mins with the battery in. With the battery out it starts right away.
