which is the best tool to create a serious scrolling text like a movie?

What to you constitutes "serious" scrolling text? And how do you define BEST?
Most NLEs already have built-in text editors, including the ability to do credit rolls. This includes Premiere. I have CS3 and it is quite capable, so I would sincerely doubt that feature would have regressed in 4 upgrades.
If you truly want to do many whiz-bang text effects, independent of your editor, I quite like BluffTitler. It allows you to create just about any size, works with 3D objects easily (including extruding text and vectors) and allows for export of AVIs with alpha transparency. But it does cost €30-50 (depending). The exported clip can then be layered on a separate track on top of your main video layer/track.
Or, you could go full-blown 3D and use Blender (which is FOSS). But that has a serious learning curve.
AE is good also. It is very flexible, but the text features aren't necessarily specifically designed for common NLE needs such as credit rolls, while the ones built-in usually are.

the controll is no so powerfull in this movie , i mean the scrolling text seems to have few possibilities
2) may i know the name of this tool and why there isn't in premiere cc (red arrow)? -
From the look of it, that's just a jog/shuttle wheel (aka speed control for speeds in addition to standard 1xFwd).
What are the "possibilities" you seem to be missing?

Just create a tittle and animate it manually anyway you'd like using key-frames...........done!

The jog/shuttle wheel has nothing to do with scrolling titles.
To repeat Scott's question, what are you actually trying to do you think Premiere can't handle? -

about jog/shuttle i miss it , that's all , was replaced by J-K-L keys to scrub footag http://blogs.adobe.com/kevinmonahan/2012/07/24/alternatives-to-the-jog-shuttle-control...miere-pro-cs6/ , i know it doesn't have nothing with scrolling text

You could also get a REAL, physical jog/shuttle wheel (USB). Makes for much easier trafficking. Here is a decent one: http://www.amazon.com/Contour-Design-SXPRS-Designs-ShuttleXpress/dp/B0001DBEKG

I suppose we will have to find out what "serious" scrolling test is. In Premiere Pro you use scrolling text just fine.

The problem with that AE tutorial in the 1st post, is he doesn't cover timing
You can't just add start and end keyframes randomly, because AE will do subpixel interpolation between the keyframes and the title/credits will look slightly jerky, and shimmer. You need the motion to snap to full pixels and the value difference between the keyframes needs to be a value that is evenly divisible by the desired frame rate. Usually this is done by expressions, or at least careful consideration of keyframe values by using a calculator -
In Premiere Pro CC...
Click "Title" in the menu lab
Roll over "New Title"
Select "Default Roll"
Give it a name, then click "OK"
Click the type tool then you can type the names/text in or paste them in.
Once you have everything you want to roll in there, select "roll crawl options" which should be just under the file title. You'll want "roll" selected and most likely you'll want start off screen and end off screen checked too, but that's up to you.

Only if they make drivers for that purpose. Since the tablet is meant for drawing and uses an interface that is similar to a mouse (as far as its "pointer" interaction on the screen), it would only work if it had a visual "virtual jog/shuttle wheel" that it was controlling.
That takes you back to the fact that, as you say, they have removed that feature. So I doubt it.

You're new, so don't get into "bad" habits early. The only people that complain about the missing shuttle are people who have been using it for years
