I have a Toshiba Regza 42WL863G TV with PVR. This produces files with .dtv extension (and for every recording .dtv.rat and .dtv.meta files).
I could not find a software to play these recordings on PC or to convert them to playable format.
Maybe there is some kind of DRM on these files - I couldn't find out till now.

As far as I know, every PVR is required to encrypt its recordings, but I don't have any experience with your model. Probably they are encrypted and DTV is some kind of proprietary format. Usually what you have to do with PVR recordings is play them and send the output to a PC capture device and record them in real time. That's the only way to get the recordings "off" the PVR.
