to make them play on a tablet whose resolution is 1024 x 600. or it can be standard dvd quality. Whenever I try the subtitles show but are cut off and are huge.

Or just try another player for your tablet. Maybe vlc media player or bsplayer (for android and ios).

They're the same damn thing, if handbrake didn't work neither will vidcoder.
Whatever you're playing it with isn't resizing the subtitles to fit the new video and apparently the HandBrakeCLI doesn't resize it for them. Use BDSup2Sub to resize them or use subtitleedit / subtitleworkshop / DVDSubextractor to OCR the PGS files, convert them to srt then either add the srt files to your file or convert them to VOBSUB or PGS subtitles of your desired size. -
Give more information. What is your source exactly(bdmv folder, mkv, etc)? How do you play it on your tablet? Burned in subs?

Most of my sources are from blu-rays ripped to my hard drive others from MKV's, I think that they are all 1920x1080p. I am using my daughter's tablet. The subs are not burned in. I will be putting VLC on the tablet. But noticed when I played them back on my PC through VLC that some of the video was chopped off and the subtitles were enormous.

You have to seperately work with the subs. What you are starting with are (likely) picture-based subs on Blu-ray. They will need to be converted to a more common/generic picture based sub of smaller resolution (to match the smaller resolution your rip's video is being converted to), or they will need to be OCR'd and converted to text-based subs in a common format (such as srt). That's what he was talking about.

I wouldnt burn in any subs. Use external(like srt) and play with players that supports them.
