Does MakeMKV down-grade the quality of Blu-Ray rips?

So I've started ripping a couple of my Blu-rays to my computer. I was told MakeMKV was the best software in doing so because there is no video/audio quality loss whatsoever, and keeps the original file size.

Is this true?
