I have a wmv 720x576 resolution video. Due to this resolution the video is not displayed all over the screen, but only catch 50 % of the screen with a wide black frame around the actual picture.
Data rate is 1600kbps.
File size 1 3G.
I tried to increase the frame width and hight using Windows Live Movie Maker version 2011, as follows:
1. Added the file to the movie maker
2. Save movie using default option "recommended setting for tis project"
Resulted file is a 1280x720 movie with 10,000 ave. data rate and 3G size.
But, I do not see change on how the movie looks while played.
It is still displayed on half screen more or less, and certainly no change with the quality.
Is it even possible to achieve what I want?
How come the frame size is significantly higher, but it still played of half screen?

2) FORGET Movie Maker --- and especially the "recommended settings" -

vlc media player
Window media player
MPC HC

i know they have full screen, but this is not the problem.
The problem is that the actual picture is displayed only on part of the screen, even in full screen.
I think you can see it in many low quality files.
Not sure what do you mean saying "something up with the file". As I understand the reason is the the frame hight and width. Am I wrong?
OR,
that the movie has been decoded like that, that the actual movie is only part of the frame, while the rest of the frame around the picture, is a black area. -
How does it look when playing in a Window? What's the aspect ratio of the frame? Does the window have black borders? How big?

You are wrong.
A standard SD file, such as a 720x576 PAL movie, when played in hardware players or when played with software players "full-screen mode" will S-T-R-E-T-C-H the file out to fill as much of the screen as possible (depending upon what you have set the zoom + Aspect Ratio settings to be).
This usually means an SD file such as that is zoomed to full height but with the extra side sections padded with black "pillarboxes".
Depending upon which app/model/device/version you have, those adjustment settings can ALSO be set to zoom prior to and beyond that level, as well as crop, as well as stretch non-uniformly to exactly match the display dimensions (rendering circles & squares into ovals & rectangles). There are even some that will stretch non-uniformly but "smartly", with less stretch in the center of the screen and more toward the edges.
While we know some examples of some of the apps you have attempted to use, we don't know WHAT you've tried regarding those settings.
And there's one last unknown: it could be that your movie ALREADY has black built-into it.
If it's possible for you to post a short yet UN-RE-ENCODED segment of your source file, we could check it. You could also run the file through MediaInfo and post the detailed text results from it. That would help, but not if that last unknown is involved (as that is a content thing).

Then you have to crop away the black borders. You may have to adjust the aspect ratio after cropping because 5:4 isn't a standard display aspect ratio for TV or movies. And it still may not perfectly fit your screen if the result is not the same aspect ratio as the screen, unless you intentionally distort the picture.

Open the file in an editor, like VirtualDub. If the black borders are part of the picture, that's what the preview pane(s) will show you.
