Is it possible to replace m2ts files???

I've asked this question before, but didn't get an answer, as it's so easy to miss posts on here (there may even be an answer in one of the other posts?

I have some Blu-Rays that need some editing done to the m2ts files. I'd like to replace files on one or two discs with others that are of better quality & in the same format (PAL). Can this be done & what software will do it?
