Variable Frame Rate video is not within BR spec. Your bitrate is also quite low. Most likely there are other subtler problems as well. Whether this will play as a data file on your particular player -- try it out.

And even if it was 25 FPS CFR, that's not BD compliant either when encoded native progressive. It has to be MBAFF or PAFF (interlaced) at that frame rate
