  1. Please if it is possible to recover those images so the license plate details can be read and the face can be more identifiable.
    If you need i'll provide the dvr specs or the video.

  2. To me the first 2 numbers appear to be "95" and the second number after the dash appears to be a "3", cops should be able to narrow down suspects by those numbers and vehicle description.

  3. I thought I posted this link this morning, but it has disappeared. Very strange. Here it is again. I used this software many years ago on a license plate, and it worked well.

    You should do a forum search for this question,there has been many threads asking this and the answer is always you can't get more detail when it was never there.

  5. An UnSharp Mask might be able to pull more detail out if you have cleaner images. You should upload as close to the source as possible. Don't scale, or otherwise try to enhance. If the source is video upload a short clip.
