  1. Is there a way to watch a video and as its playing, see the bitrate that it's playing back at?

I have a variable bitrate video and I want to see the bitrate its using for certain scenes.

How would I go about doing this?

Depends on how you are playing the video, with mpc-hc click on view/statistics,on a hdtv using a blu-ray player you click on info or similar button.

Arcsoft Total Media Theater (a commercial product - NOT free) has an option that you can turn on to see the bitrate as the video plays. I've used it before during testing encodes that I have made. The bitrate of the video, the codec used, and the audio codec and bitrate information display in a window to the side when you turn this on. Perhaps a free program like VLC has such an option as well.

  4. View statistics in mpc-hc cant be showing me accurate info. I encoded a constant framerate video at 3100 bitrate and mpc is saying its playing at 300-600 Kb/s instead of 3100

    Hummm, please tell us:

    1) what version of MPC-HC you tested, and

    2) what is the encoder you used, and what settings you chose as well.

And BTW, does Bitrate Viewer agree or disagree with MPC-HC

If MPC-HC is really inaccurate at reporting video bitrates, you should send a bug report to the developers.
