    I have a video file that looks like this:

    I'd simply like to prepend a PNG picture for a few seconds: Can Corel VideoStudio X5 simply create a new file without re-encoding the video + audio streams of the original file?

    If not, is there a free tool for Windows that can do this?

    there are several editors that can combine mpg video without re-encoding. you would need to convert the png to mpg first. womble and vegas are the ones that come to mind, but you should search the tools section for others. free you'll have to search for.
