I created html5 video for playing my video in PC, mobile and ipad everywhere. I created webm , ovg and MP4.
I exported mp4 from premiere pro CC.

EXPORT Setting: The video size is 259mb. (width:600 height:338)
Frame Rate 29.97
Field Order: Progressive
Profile: High
LEVEL:4
Bitrate Encoding VBR 2pass
Target Bitrate 1.76
Video size is 259MB

Playing the video in PC is FINE, but the video is NOT smooth and frozen sometimes in my mobile phone(Galaxy II)
How can I make video to play smooth in mobile?
