I have an asx file that I tried to convert to VCD but the resulting file has no sound. I can play the file in MediaPlayer with sound. I have other asx files that worked OK with TMPGEnc (I renamed them to asf before conversion). What is the problem here? Is there some odd audio codec that is used in that file that did not work?

What you need to do is capture the audio to a .wav file.
The best way to do that is to use TotalRecorder.
Then once that's done, in tmpg use the asx as your video source and use the wav file as your audio source.
Try that, it works for me
