Trouble reading VTS_01_1 VOB file when converting to AVI

I am in the process of converting lots of VOB files into AVI files using Adobe Premiere Elements software and am successful with the VTS_01_2,3,4 files but the VTS_01_1 file refuses to register as a readable file in any software I have. I know this is something to do with the information files connected to it and contained in the VIDEO_TS folder, but how do I change it to be readable?

Try join them with vobmerge.

Or use vob2mpg and make a single mpg. No video reconversion.
