I suspect that the MP4 file has "hard-coded" subtitles, and these cannot be removed...
... without screwing the picture quality as well. AFAIR, MP4s containing "soft subs" are somewhat uncommon ~~
~~ the format accepts only TTXT (officially) and IDX+SUB (unofficially). -
If you disable subtitles in VLC player, when you play original file
and you have still displayed subtitles
so yes, subtitles its part of video, it's cannot be removed
Vlc disabled subtitles:

Hello, if like El Heggunte says you have Hardcoded Subtitles than you can use sony vegas to remove subtitles heres a tutorial
https://www.youtube.com/watch?v=6vSuRGIN7OA
or you can try subtitle VirtualDub MSU Subtitle Remover heres a tutorial for that
https://www.youtube.com/watch?v=hvdkkGJnyMo
good luck. -
^ Maybe it was my usual "lack of good luck", but
the only time I tried MSU subtitle remover on a video with CJK subtitles (years ago), it didN'T work,
— I mean, it didn't remove anything : - / -
The MSU subtitle remover does not work because it specifically try to match the shape of English characters (I guess).
A more universal remover requires the use of edge detection(for all shapes) and in-painting.
See my previous post for such examples.(The videohelp link is an example for removing Traditional Chinese characters; the one to my blog is a demo video for removing Japanese characters with thick and colored edge.) -
Removing hardcoded subs? That's the dumbest thing I've heard all day.

if hardsubbed, then just download another release, without hardsubs, easiest and the best
