  1. YT usually uses AAC for their videos (at least the newer high quality ones in the last few years), so your best bet if you want to keep the quality is to keep it as the original AAC audio and losslessly cut using mp3directcut (which can process AAC) . If you want to still convert to MP3, you have the option to specify whatever settings you want

But for ease of use , there are free online services that can do what you want specifying in/out points , conversions e.g. http://www.clipconverter.cc/ , but you don't have as many options as if you did it yourself (e.g. maybe you need CBR, specific encoding settings, or specific bitrate)

I specified your in/out points, and this is what it spit out

mediainfo report : looks like it uses LAME for the MP3 conversion, and VBR

Yes, it's very small lightweight editor . It can process mp3 and aac

The 1.73MB file is whatever clipconverter sent .

You probably downloaded the video, instead of selecting the audio option

Did you enter the options to convert audio only ? In the Conversion options, instead of "download" select "MP3" if you want MP3

    Here is the 2nd one

Benefit of using clipconverter, is very low bandwidth (only the section is downloaded), easy to use. The negatives are limited options in the conversion compared to if you did it manually

it's pretty easy to use clipconverter.cc

    1) enter the YT url , push continue

    2) under conversion format, hit MP3 (the button will turn white)

3a) under convert from: UNCHECKMARK start of video (otherwise it will start at the beginning), then enter the IN point e.g. 00:56:36

3b) under convert from: UNCHECKMARK end of video (otherwise it will go to the end), then enter the OUT point e.g. 01:02:38

    4) push start

    5) wait for it to process, then push download

Apparently there is browser addon so you might try that as well
